Summary of Qualifications:

Over 27 years of diversified experience in the engineering, construction and turnaround industry with special interest in project controls and computer related application development to assist in the accurate and timely evaluation of engineering, construction and turnaround related data. Assignments have included new and refurbished petrochemical facilities, paper mills, refineries and gas processing facilities. Project sizes have ranged from $2 million to $1.2 billion and were both lump sum and cost reimbursable. Developed TA Schedule, from Scope Documents & Planner step outs, for Multiple TA’s.  Responsible for re-evaluations of Resources, as added emergency SD’s, from different Units, caused realignment of resources with limited pools access.  Maintained daily reports for management with emphasis on Critical Path and scenarios of improvement.  Added responsibility included but not limited to, Manager of Planners & Change Order Control.

SNC-Lavalin – Invista, Orange, Tx - #7 Boiler Rebuild.

Responsible for creating & implementing, as required by management, P6 structure, “EPS, OBS, WBS, Resource, and Global Activity Codes” and reports for the rebuild of the #7 Boiler.  The Boiler was shut down after Hurricane Ike and had been idle since then.  Rebuild was extensive and required merging Multiple contractor schedules into a master schedule and report accordingly. Willbros Construction, Inc.   Litigation Support for Construction Claims.

Willbros Construction, Inc.  When the Keystone Pipeline Pump Stations Project was complete in February, 2011, was assigned to Litigation Support as Lead Scheduler/Planner (Subject Matter Expert) in support of the Willbros litigation team.  Worked with outside consultants and attorneys preparing and analyzing plans and schedules, comparing these to actual results.  Developed recommendations to mitigate damages and resolve contract differences.

Oct 2010 – Feb 2011

Keystone Pipeline Pump Stations Project was a multi year, in excess of $100 Million dollar, time and material contract.  There were 10 pump stations spread from the Northern Nebraska border with South Dakota South to Ponca City, Oklahoma.  We managed over 650 craft personnel spread over the 10 pump stations, with fabrication completed in Texas and Oklahoma.  Managed all planning and scheduling across all pump stations, with planners located at each station and progress reported daily.  Interfaced directly with Client and the client representative, Bechtel.  Prepared daily, weekly and monthly progress reports.

Knowledge and Performance, (KAP) Hovensa, St. Croix, USVI- Lead Planner/Scheduler:

2007 - 2009

Set up scheduling standards, coding structure, and reports for $79 million Coker Block Turnaround, which included 14 units.  Worked with operations to develop scopes for work to be accomplished and insured that the General Contractors maintained P3 Structure, including   adding/deleting activities per Field change orders and correct manpower requirements to determine impacts to budget and schedule.  Reported to management of schedule errors and ensured that General Contractors created recovery schedules to maintain required finish milestones, when required.

2005 – 2007

Responsible for setting up Progress Schedule for installation of Expander for the FCC Unit during 2005 maintenance turnaround, already in progress.  After completion of TA duties changed to routine TA maintenance estimator, planner/scheduler.  Duties also included writing AFE’s for project as well as writing work orders and scheduling Major Equipment for outages.  Responsible for approx 5 TA’s per year.

The Turnaround Management Co., Valero Energy Corporation, Norco, LA - Planner/Scheduler:

2005

Responsible for creating & implementing, as required by management, P3e structure, “EPS, OBS, WBS, Resource, and Global Activity Codes” and reports for a $40 million/250K mhr, 28 day outage of 17 units, to bring refinery, producing 185,000 BPD of gasoline, diesel & heating oil, up to current specifications for a 5 year run. Other responsibilities included but not limited to, developing work packages for field, resource loading & updating schedule, reporting progress to management.

2004 - 2005

Responsible for coordination of contractor, operations planning effort and input into P3e schedule for the 2003 Lo Sulfur Mogas maintenance & project turnaround. Other responsibilities include, but not limited to, update P3e schedule, creating progress reports, histograms and overall upkeep of P3e schedule structure and procedures. Helped develop WBS, codes and resources as required by project management team.

2004

Provided a third party analysis of an existing estimate formulated by the contractor and validated against Gulf Coast standards for estimating. Reviewed selected piping and boilermaker activities, formulated independent estimate on direct field labor, based on industry standards, and provided detailed report of findings to the client.

Acted as site lead for TTMC over as many as 12 other project controls personnel assigned to this site. Responsible for all aspects of project controls, including planning, estimating, scheduling, contractor selection, budgets and reporting. Also reported to TTMC home office with regard to personnel issues and job-related issues. Worked diligently with the client reps to develop a workable schedule and reporting criteria.

Responsible for planning, scheduling and updating turnaround work for multiple units as part of BP Amoco's turnaround team. Managed the master project schedule, and interfaced with contractors during the scheduling and execution phases of the turnaround. Utilized Primavera software.

Developed detailed job plans from the scope of work, estimated man-hours and developed work packages. Developed CPM schedule and all necessary reports including craft shift schedules and management summaries. Monitored and progressed the schedule during the execution phase of the turnaround. Worked with all sub-contractors for optimizing the schedule and logic sequencing.

The Turnaround Management Co., DuPont Photopolymers, Bayport, TX. - Planner/Scheduler: Developed and maintained CPM schedule originated from existing job plans within the plant system. Worked with client and sub-contractors to develop the critical path and sequence the remaining work within the allotted time frame. Developed custom reports for management and produced daily and weekly look-ahead schedules for the contractors.

The Turnaround Management Co., Phillips 66 Sweeny, TX. -

Scheduler: Developed and progressed master schedule for multiple unit construction projects, reported schedule progress, and projected manpower requirements. Developed detailed job plans and worked with all disciplines on schedule optimization.

Shell, Deer Park, Texas: Scheduler - Accountable for the installation of new post fractionators unit and DHT unit for phase 2 of the Maya Project. Man loaded schedule, projected manpower requirements; reported schedule progress, formatted look ahead reports and field personnel update reports. Integrated P3 with Oracle based progress program.

Bayer, Baytown, Texas: Planner/Scheduler - Planned and scheduled $2 million upgrade to coatings unit as well as multiple subcontract tasks in several smaller turnarounds. Performed weekly audit of work and progress of schedule, and reported directly to Bayer project controls team.

S&B, Houston, Texas @ Amoco Oil, Mandan, North Dakota: Master Project Schedule - Joint venture with Ventech Engineers to relocate a DDU unit from Abilene, Texas to Mandan, North Dakota. Master Project Scheduler for entire project responsible for set-up of coding structure to integrate Ventech's portion of project. Compiled and reported total project progress and cost.

Amoco Oil, Texas City, Texas: Several Projects - Planner/Scheduler/Cost Engineer/ Construction Planner - prioritized and scheduled work to be completed by subcontractors. Developed tracking system within the P3 environment, generated progress reports, proposed schedules and manpower curve. Implemented coding structure and tracked costs. Developed detailed work plans and served as liaison between home office and field.

Huntsman Corporation, Bayport, Texas: Lead Scheduler - Maintained the master project schedule and monitored and reported engineering and design progress.

Lyondell-Citgo Refinery, Pasadena, Texas: Planner/Scheduler - Developed original logic network, detailed schedule, weekly updates, coordinated with third party engineering for construction need dates, development and implementation of detailed piping work plan on pyramid computer system. Maintained weekly audit verification.

Shell Refinery, Deer Park, Texas: Planner/Scheduler - Planned, scheduled and established reports depicting duration and overall status of project, and examined alternative scenarios to enhance completion dates.

Exxon Chemical, Baton Rouge, Louisiana: Lead Scheduler - Established schedule and coding structures in Open Plan software. Implemented and maintained weekly reporting format. Developed scheduling procedures and managed 6 schedulers.

Monsanto Chemical, Alvin, Texas: Planner/Scheduler - Developed original proposal and detailed schedule to repair damaged DSIDA unit. Established graphic and text progress reports and tracked costs.
